It is DART's policy that Disadvantaged and Small Business Enterprises have fair and equitable opportunities to participate in DART procurements. The Vendor Management Division supports this commitment by establishing and monitoring small business participation goals, ensuring compliance with Disadvantaged Business Enterprise (DBE) requirements, and conducting outreach to connect small businesses with procurement opportunities. The Division actively engages the small business community through education, partnership, and guidance to help vendors successfully navigate the DART procurement process.
Certification
If you are a small business or qualify as a Disadvantaged Business Enterprise (DBE), you are strongly encouraged to become certified in order to maximize your opportunities for participation in DART procurements. The North Central Texas Regional Certification Agency (NCTRCA) can assist you in obtaining the appropriate certification.
Compliance
Once contracts are awarded, the Vendor Management Division works closely with prime contractors to ensure that all contractual commitments to DBE and small business subcontractors are fulfilled. This is accomplished through periodic reviews conducted with both prime contractors and their small business or DBE subcontractors to monitor progress and maintain accountability throughout the life of the contract.
Outreach
To foster Small Business and DBE networking, the Vendor Management Division actively participates in trade fairs and community events while providing guidance to help bidders and proposers succeed throughout the procurement process. Additionally, the division hosts workshops throughout the year and its annual Small Business Academy, offering valuable opportunities for businesses to build knowledge, make connections, and grow their participation in DART procurements.
