DART’s Internal Audit Department was established to assist the DART Board of Directors in the effective discharge of its responsibilities. Internal Audit also cooperates with the management team to help all areas of DART successfully accomplish their goals and objectives.
This information has been prepared by the Office of Internal Audit to provide an overview of Internal Audit. It is important that each area of Dallas Area Rapid Transit (DART) understands its role in the audit and is familiar with the internal audit function at DART so that the process achieves a positive result.
In accordance with DARTs Internal Audit Charter and the Audit Committee Charter, the Office of Internal Audit operates as an independent appraisal function within DART, reporting to the Board of Directors through the Audit Committee. The Internal Audit Director is responsible for managing the department, developing the audit plan and directing the audits. The Audit Committee reviews and approves the annual audit plan. Internal Audit is comprised of three audit areas: Contract and Construction Auditing, Operational/Financial Auditing, and Information Technology Auditing.

DART’s Conflicts and Ethics Program (“Ethics Policy”) is developed consistent with guidance provided by the Texas Ethics Commission, and ethics case opinions as rendered by the States Attorney Generals Office. DART’s Ethics Policy incorporates and encourages compliance with state law. Violations of various provisions of DART’s Ethics Policy may subject employees to prosecution under the state Penal Code. DART’s Public Integrity Policy (PIC), created to address employees concerns regarding suspected illegal acts or policy violations, is also part of DART’s overall program and commitment to uphold employee integrity and the public trust.
Violation or abuse of the DART Ethics Policy may result in various employee discipline, including employment termination, civil prosecution and/or criminal prosecution
